Both the cost of education and lack of public provision pose a barrier to children accessing quality education in Haiti. The sector is dominated by non- public provision.
Recent unrest is contributing to the learning crisis faced by the country. Armed violence and insecurity have resulted in frequent and prolonged school closures, leaving many children unable to access education.
In October 2022 fewer than 1 in 10 schools were open. However as a result of efforts by the Ministry of Education, 3 in 4 schools had reopened by December 2022. Despite schools reopening, access and security issues continue to pose an issue. Schools have been targeted by armed groups, with reports of shootings, lootings, kidnapping and arson.
In light of the multitude of challenges facing the education sector in Haiti, the ‘Plan décennal d’éducation et de formation’ (10-year Education and Training Plan) – PDEF’ outlines 3 overarching areas requiring transformation:
Priorities set out within the PDEF include strengthening the quality of education on offer, transforming the governance of the education system, ensuring that individuals are equipped with the necessary skills and values to contribute to society, and ensuring that marginalized groups are able to access education.
